Singapore residence planning is usually connected to a genuine employment, entrepreneurial or investment basis. Establishing a company does not by itself create a right to work or reside. The employing entity, position, remuneration, qualifications, commercial activity and local operating substance must tell one coherent story.

The right comparison therefore begins with the applicant's role and the organisation behind it. Family timing, housing, schooling and the longer-term objective should be tested before an application date is selected.

Company ownership and immigration status are separate decisions.

A founder may own a Singapore company, but any work authorisation still depends on the appropriate current pass criteria and supporting facts.

Singapore does not use one general immigration programme for every entrepreneur, professional or investor. Employment, venture-building, investment and permanent residence are assessed through different frameworks. The strongest planning begins by defining the applicant's actual role, the organisation that supports it and the evidence that will continue to exist after approval.

Employment Pass for professionals, managers and executives

The Employment Pass is employer-sponsored. The Singapore organisation submits the application for a foreign professional, manager or executive in a qualifying role. Current salary requirements are age- and sector-sensitive, and many applications are also assessed under the Complementarity Assessment Framework. The employer and candidate must therefore be reviewed together rather than treating salary as the only condition.

The candidate file normally covers education, professional history, relevant experience and the relationship between that experience and the proposed responsibilities. The employer file may include its business activity, local workforce, ownership, financial capacity and reason for hiring the candidate. The job title, occupation selection, salary, duties, employment agreement, organisation chart and public business information should describe a consistent position.

COMPASS considers both individual and firm-related attributes, subject to the current exemptions and scoring rules. A candidate who meets a qualifying salary does not necessarily pass the complete assessment. Employers should check workforce diversity, support for local employment, qualification treatment and any applicable shortage-occupation or strategic-economic-priority factors before filing.

Approval is tied to the sponsoring employer and role. A material change of employer or employment circumstances may require a new application. Renewal should therefore be planned around continued commercial activity, salary compliance, the applicant's genuine work and the organisation's evolving local profile.

Founder-led Employment Pass planning

A foreign founder may own a Singapore company and may also be employed by it, but incorporation alone does not establish the need for an Employment Pass. The company should be capable of explaining what it sells, where customers and funding come from, why the founder's Singapore role is required and how the salary and operating costs will be supported.

Early preparation may include ownership records, capitalisation, contracts, bank activity, office arrangements, intellectual property, hiring plans, customer discussions and a realistic financial model. The founder's role should be separated from shareholder status: the application needs to describe actual executive, managerial or professional responsibilities. A company created only shortly before filing may require especially clear evidence of readiness and commercial substance.

Founder-led EP planning is not a guaranteed path to permanent residence. PR is a later, discretionary assessment. The company and applicant should be designed for a credible Singapore operation even if a future PR application is delayed or unsuccessful.

EntrePass for qualifying innovative ventures

EntrePass is intended for eligible foreign entrepreneurs developing a venture that fits the programme's innovation, funding, intellectual-property, research or recognised business-network criteria. It is not a general pass for every consultancy, restaurant, trading company or ordinary small business. The venture and founder must fit the current eligibility framework.

The application should explain the problem being solved, the product or technology, commercial model, market, competitive position, ownership and founder contribution. Depending on the qualifying basis, supporting records may include funding from recognised investors, intellectual property, research collaboration, incubator or accelerator participation, prior entrepreneurial achievements or evidence of a scalable and venture-backed business.

Renewal is milestone driven. The company should keep reliable records of spending, business activity, local employment, customers, product development and any other measures relevant to the current renewal framework. A persuasive initial presentation cannot compensate for a venture that does not develop after approval.

Global Investor Programme

The Global Investor Programme is a permanent-residence route for established business owners and qualifying investors who meet the current entrepreneurial background, financial and investment requirements. It should not be confused with ordinary incorporation, purchasing property or placing passive funds in Singapore without satisfying the programme framework.

Assessment begins with the applicant's business history and the route's current profile requirements. The file may require audited financial information, ownership evidence, a detailed career and investment history, source-of-wealth records and a credible explanation of how the selected investment option supports the applicant's Singapore plan. Family eligibility and the treatment of different dependants should be reviewed at the outset rather than assumed.

Post-approval obligations matter. Investment maintenance, business commitments and re-entry-permit conditions can affect continuity. The applicant should understand the commercial risk, holding period, reporting expectations and residence implications before committing funds.

Permanent residence after employment or entrepreneurship

Eligible Employment Pass and S Pass holders may apply for permanent residence under the relevant scheme, but eligibility to submit is not the same as a right to approval. The authorities consider the application as a whole, including economic contribution, qualifications, age, family profile, length and quality of residence, integration and the applicant's ability and commitment to establish roots in Singapore.

A complete PR file may include employment and income history, tax records, education, professional achievements, family documents and information about the applicant's life in Singapore. For founders, the quality of the business, local operations, workforce and economic contribution may be especially important. There is no responsible way to promise approval based only on holding an EP for a particular number of months or years.

Applicants should also understand the practical consequences of PR, including re-entry-permit planning and, where relevant, National Service implications for male children. Citizenship is a later and separate discretionary process; PR should first make sense as a durable status for the family's actual Singapore life.

Dependants and household planning

Family eligibility depends on the principal pass, the current qualifying conditions and the relationship. A spouse or child does not automatically receive unrestricted work rights through dependant status. Work authorisation, schooling, healthcare, housing and arrival timing should be checked separately.

Civil documents may require translation or verification, and inconsistent names, dates or marital histories should be resolved before filing. If the principal applicant's employment changes, the effect on dependant passes and the family's timeline should be assessed before the change takes place.

Does setting up a Singapore company provide residence?

No. Company ownership and work or residence permission are separate. The applicant must meet the current requirements of an appropriate immigration route.

Can a founder apply through their own company?
