Malaysia settling guide
Choose the city before building the household.
Connect status, state-level property realities, international schooling, private healthcare, mobility and family support around the intended Malaysian base.
Country overview
Malaysia offers several different versions of daily life.
A move to Kuala Lumpur is not the same as a move to Johor Bahru, Penang, Kota Kinabalu or another regional centre. Employment location, residence programme, school choice, airport access, traffic, healthcare, climate, language and family support should be considered together. City selection is the first relocation decision; the neighbourhood and property follow.
Federal immigration rules interact with state and local realities. Property matters can differ by state, and long-term residence programmes may have separate federal or state frameworks. Do not rely on an old summary of MM2H, foreign-purchase thresholds or dependant rights. Confirm the programme, location and current conditions before committing funds.
Malaysia can provide high-quality private healthcare, diverse schooling and substantial residential choice, but daily mobility is often more car-dependent than in Singapore or Hong Kong. Test school, office, hospital and airport journeys at peak time and during heavy rain.
Those three decisions determine which neighbourhoods, leases, transport and healthcare arrangements are actually workable.
Before arrival
Build the family file and verify the applicable programme.
Prepare
- Passports and immigration approvals
- Employment, business or residence-programme documents
- Marriage and birth certificates
- School reports and learning records
- Medical, prescription and vaccination history
- Driving licence and experience evidence
- Pet permits and veterinary documents
Verify
- Principal and dependant conditions
- Actual city and state of residence
- School availability and admissions dates
- Healthcare network and insurance start
- Current property rules for foreigners
- Licence conversion and vehicle needs
- Tax and local address implications
Use temporary accommodation until the family has inspected homes, tested traffic and confirmed school access. Check cooking, parking, internet, mail, children and pet terms. If the household will split time between Malaysia and another country, plan where original documents, medicines, vehicles and long-term belongings will be kept.
The first 30 days
Turn the approved status into a functioning home.
- Complete status and local identification formalities.
Follow the current instructions for endorsements, dependant records and any required appointments.
- Activate mobile, payments and a correspondence address.
Keep overseas banking available while local account review and payroll are completed.
- Confirm school and medical handovers.
Finalise places, transfer records, locate clinics and secure regular medicines.
- Inspect neighbourhoods in real traffic.
Test office, school, shopping, hospital and airport journeys during peak and wet-weather conditions.
- Complete tenancy and household activation.
Document condition, utilities, internet, building access, parking and maintenance responsibilities.
Housing & property
Separate rental convenience from purchase eligibility.
Condominiums, serviced residences, landed homes and other housing types vary by city. For renters, building management, security, parking, flood exposure, water pressure, air-conditioning, lifts, pests, traffic and access to daily services can matter as much as size.
Verify the landlord or authorised agent, property details, furnishings, deposit, payment schedule, utilities, maintenance, air-conditioning service, repairs, early termination, renewal and exit. Record inventory and defects in writing. Confirm whether the building permits pets, deliveries, renovations and the actual number of occupiers.
Foreign property purchase requires separate advice
Minimum values, approvals, restricted categories, taxes and state rules can change. A residence programme does not automatically make every property available, and buying a home does not by itself create immigration status. Review title, developer, financing, completion, management charges and exit strategy with appropriate Malaysian advisers before paying a reservation or deposit.
| Decision | Review | Why it matters |
|---|---|---|
| City | Employment, schools, airport, healthcare and family network. | Malaysia’s cities support different lifestyles. |
| Building | Security, parking, flood, lifts, cooling, water and management. | Operational quality affects everyday comfort. |
| Tenancy | Deposit, inventory, repairs, utilities, term and exit. | Written terms control financial risk. |
| Purchase | State threshold, approvals, title, tax, finance and resale. | Foreign purchase is not a uniform national process. |
Schools & childcare
Compare curriculum and location before paying admissions deposits.
Families may consider national, private, international, religious or boarding options, together with preschool and childcare. Curriculum, language, academic calendar, fees, admissions assessment, waiting lists and learning support vary widely. The school commute can dominate the choice of neighbourhood.
Ask what secures the place, which deposits are refundable, how grade placement is determined and what happens if the start date changes. Include enrolment, capital, technology, uniform, transport, meals, activities and examination costs. Review language support, special educational needs provision, safeguarding, university pathways and curriculum portability.
Application evidence
- Identity and status documents
- Reports and transcripts
- Teacher or counsellor references
- Learning-support assessments
- Vaccination and medical records
- Custody and consent records where relevant
Daily fit
- Peak traffic and school bus time
- After-school activities and pickup
- Sibling availability
- Holiday and term alignment
- Childcare outside school hours
- Future transfer to another country
Healthcare & insurance
Build a private-care and emergency plan before arrival.
Private hospitals and clinics are widely used by internationally mobile families, while public access and charges depend on status and circumstances. Identify the nearest primary-care option, preferred hospitals, paediatric care and emergency route. Specialist availability differs by city.
Compare employer and private insurance for hospital network, cashless access, outpatient treatment, maternity, chronic conditions, evacuation, exclusions, deductible and annual limits. Confirm each dependant and the start date. Keep existing insurance until local coverage is effective and written.
Bring medical summaries, generic prescriptions and sufficient permitted medicine. In humid conditions, households should also consider allergies, mosquito-borne illness prevention, food and water routines, heat, air quality and safe storage of medication.
Banking, utilities & connectivity
Expect separate onboarding for every essential account.
Banks decide whether to open an account after reviewing status, address, employment or income, tax residence, source of funds and expected activity. Requirements differ by institution and product. Maintain access to overseas funds and working authentication while local banking proceeds.
At the property, identify electricity, water, sewerage, gas where applicable, broadband, mobile coverage and building charges. Clarify which accounts remain with the landlord, deposits, meter readings, installation dates and contract duration. Internet quality should be checked at the exact building and unit, not inferred from neighbourhood marketing.
Driving & transport
Plan for traffic, tolls, parking and licence validity.
Public transport is strongest in parts of Greater Kuala Lumpur and selected urban corridors, while many households rely on cars or ride-hailing. Test peak-hour travel, rain, school pickup and parking before choosing the home.
Confirm whether the overseas licence can be used and whether conversion or local testing applies to the nationality and status. Driving-licence rules, vehicle ownership, road tax and motor insurance are separate workstreams. Before buying a vehicle, verify registration, finance, inspection, accident history and insurance coverage. Set up toll and parking payment methods that match the household’s routes.
Family, household help & pets
Confirm dependant, employment and household arrangements separately.
Track the validity and conditions of each dependant. Work rights do not necessarily follow family status and should be confirmed before accepting employment. Where parents or extended family will visit or live nearby, plan medical cover, transport and suitable housing access.
Domestic help and childcare should be arranged through lawful processes with clear employment terms, insurance, accommodation, rest, medical and immigration responsibilities. For pets, begin import permits, microchip, vaccination, veterinary certification and transport early. Check state or local requirements, building rules and access to veterinary care.

Frequently asked questions
Questions before choosing the Malaysian base.
Is MM2H the same throughout Malaysia?
No. Current federal and state programmes, conditions and benefits must be checked for the intended location and applicant.
Can a foreigner buy property?
Potentially, subject to state thresholds, approvals, restricted categories and current rules. Purchase and immigration status are separate.
Should we choose the school before the home?
Keep both open until the school place and peak-hour route are realistic. Traffic can make a nearby-looking journey impractical.
Is private health insurance necessary?
It is commonly considered by international families. Confirm employer cover, dependants, network, exclusions and the household’s medical needs.
Can we drive on an overseas licence?
That depends on the current rules, nationality, licence and status. Confirm with JPJ before driving or buying a vehicle.
City comparison
Choose the Malaysian base around the real operating pattern.
Kuala Lumpur and the Klang Valley offer the broadest concentration of corporate activity, international education, private healthcare and flight connections, but traffic and the distance between work, school and housing can dominate the week. Penang, Johor, Kota Kinabalu, Kuching and other locations have different industry, lifestyle, property, school and transport profiles. A programme or visa route that is available nationally may still require a local plan built around the specific state and city.
Map every recurring journey: office days, airport, school, childcare, medical specialists, groceries, sport, worship and family visits. Test them in rain and peak traffic. Review flood history, construction, road access, public transport, ride-hailing availability, parking and whether the household would require one or two cars. A neighbourhood should be compared by usable routine, not by kilometres.
Language and community preferences matter. Bahasa Malaysia is the national language, while English and other languages are widely used in different commercial and community contexts. Identify where official, school, healthcare and property interactions may require translation or local support, without assuming that one language pattern applies everywhere.
Cost control
Separate attractive headline prices from the complete household cost.
Prepare arrival, monthly and contingency budgets. Arrival expenditure can include immigration or programme costs, travel, temporary accommodation, deposits, property setup, school applications, uniforms, vehicles, insurance and document work. Monthly planning should cover rent, management charges where relevant, utilities, cooling, water filtration, broadband, mobile service, tolls, parking, fuel, school transport, medical care, domestic support and regional travel.
International-school and private-healthcare costs vary significantly. Ask schools for the complete schedule: application, registration, enrolment, building or capital levy, tuition, meals, transport, devices, examination, activities and withdrawal terms. For healthcare, compare consultation, hospital, insurance and medication costs against the family’s age and medical profile rather than relying on a general statement that care is affordable.
Employment and relocation packages should identify currency, reimbursement procedure, tax treatment, qualifying dependants, caps and what happens after resignation or transfer. Keep a reserve for exchange-rate movements, an unexpected trip home, delayed reimbursement or a change in school or property.
Home operations
Inspect how the home works in heat, humidity and heavy rain.
A property viewing should test cooling, ventilation, water pressure, drainage, signs of leaks or mould, electrical outlets, internet service, lifts, access control, refuse, deliveries, parking and backup power or water arrangements where relevant. Ask building management about maintenance response, renovation, pest control, visitor access and facilities. Visit after rain if drainage or flood exposure is a concern.
Clarify responsibility for air-conditioning service, appliances, water heaters, plumbing, minor repairs, building charges and utilities. The lease should match the inventory and any agreed works. Photograph meter readings, keys, access cards, furniture and defects. Confirm move-in procedures and lift bookings before arranging freight.
Households using domestic help should follow current immigration and employment requirements and agree lawful terms, duties, accommodation, rest, medical care, privacy and termination. For outsourced cleaning, maintenance or childcare, verify the provider and define access authority and payment. Convenience should not weaken household security or employment compliance.
Continuity management
Keep status, property, school, health and tax dates in one calendar.
Track passport, principal and dependant status, programme conditions, reporting, insurance, tenancy notice, school re-enrolment, driving licence, road tax, vehicle insurance and any professional permissions. Assign ownership to the employer, adviser or household member and keep evidence of completion. Do not assume that an agent who handled the initial application is monitoring every later obligation.
Review tax residence, payroll and overseas investments with qualified advisers, particularly when income, property or family connections continue in another country. Maintain transaction records and source-of-funds evidence for banking and future property decisions. Keep overseas authentication and banking active until Malaysian arrangements are stable.
At 90 days, revisit city choice, commute, school route, medical access, home performance and actual spending. At six months, review whether a property purchase, vehicle change, programme renewal or longer-term school commitment is justified by real experience. The first plan should create a stable base; it does not have to lock the family into every long-term decision.
Evidence file
Prepare the household for separate immigration, property, school and banking checks.
Collect passports, entry and residence documents, programme or employment evidence, marriage and birth certificates, custody permissions, school records, vaccination information, medical summaries, prescriptions, bank and address references, income and source-of-funds records, driving history and pet documents. Ask whether translations, certification, legalisation or original copies are required for the particular transaction.
Use consistent names, addresses and contact information. Where a person has different transliterations or naming conventions, keep an explanation and supporting record instead of informally changing details. Store submissions, receipts and reference numbers because the same evidence may need to be shown later for renewal, school, banking or property.
Maintain overseas phone, banking, cards and insurance during onboarding. Local mobile, bank, payroll, tenancy and utility arrangements may not become active in the same order. Prepare sufficient funds for deposits and initial expenditure, but verify the recipient and transaction before transferring a large amount.
Risk and emergency planning
Adapt the household plan to weather, health and local access.
Review official flood, rain, haze, heat and other local advisories for the intended area. Understand the building’s drainage, access, parking and lift arrangements and how school or work travel changes during severe weather. Keep water, lighting, charging, essential medication and emergency contacts available.
Identify a nearby clinic, preferred hospital, emergency route, pharmacy and paediatric or specialist provider. Clarify insurance authorisation and cashless procedures before treatment is needed. For children, older relatives or people with chronic conditions, prepare a written care summary and backup plan if the usual provider is unavailable.
Malaysia’s food, culture and communities are diverse. Learn the practical etiquette, public holidays and service hours relevant to the city and household. Build a support network through school, work, neighbourhood, professional or community groups. Settlement quality depends on social and practical connection, not only successful documentation.
Before commitment
Confirm programme, city and household feasibility independently.
Before a long lease or purchase, verify the immigration or programme route, actual city, school access, private-health plan, transport and property condition. Programme eligibility does not establish that a particular property, school or business arrangement is available. Keep each decision subject to its own current evidence and professional review.
Ask how the family would operate if a car is delayed, the school place changes, a programme condition is revised or a property needs repair during heavy rain. Maintain temporary funds, transport, medical cover and accommodation flexibility. Confirm the authority and payment details of landlords, agents, developers and service providers.
At six months, compare actual travel, school, climate, healthcare, community and costs with the original reason for choosing Malaysia. Only then consider locking into longer property, vehicle or education commitments. A relocation plan should make change manageable, not merely make arrival possible.
Useful household record
Keep the local operating contacts independent of any one provider.
Record immigration or programme contacts, employer, school, insurer, clinics and hospitals, property manager, building security, utility providers, vehicle or transport support, veterinarian and emergency numbers. Keep the list available offline and share the appropriate parts with adults responsible for children or older relatives.
Document who may collect children, approve treatment, enter the property or act when the principal applicant is travelling. Keep copies of key receipts and contracts outside a single agent’s messaging account. Review the record after every status, property, school, employment or vehicle change.
Final planning principle: do not let approval for a residence programme, school application or property transaction substitute for the full household review. Confirm current conditions independently and keep temporary housing, medical cover, payments, transport and communication working until permanent arrangements are proven. The right Malaysian base is the one that supports the family through normal traffic, weather, school and work—not only the arrival week.
Before closing the relocation project, conduct a family review in which every adult and child can describe what is working and what is difficult. Record actions for school travel, medical access, home maintenance, language, community, work and household support. Revisit the plan after a major holiday or weather period, because routines and service availability can change. This review converts early impressions into evidence for renewal, property, school and longer-term residence decisions.
Household decision worksheet
Define the Malaysian city and routine before choosing the property.
Status and objective: Record the exact employment, dependant, programme or other residence basis, responsible adviser and current conditions. State whether the move supports a regional business role, retirement, family life, education or another objective, because each produces a different location and budget.
City, school and home: List credible schools and complete fees, office and airport travel, healthcare, family network and peak routes. Define home needs including cooling, water, lifts, security, flood exposure, parking, pets, domestic help, internet and the maximum all-in monthly cost.
Health and transport: Document medicines, chronic care, maternity, paediatric, insurance and emergency needs. Confirm the licence route, car requirement, tolls, parking, ride-hailing and public transport. Plan for heavy rain and haze where relevant to the location.
Money and fallback: Separate arrival, monthly and contingency budgets, including school, vehicle, medical, travel and programme costs. Record overseas tax, banking and property questions. Agree temporary arrangements if status, school, banking, vehicle or the permanent property is delayed.
Long-term review: Decide when the household will revisit the programme, city, school, property and transport after six months of ordinary Malaysian life. Keep purchase and long commitments separate from the pressure to complete the first move.
How to use this guide: turn each relevant chapter into a named action, evidence item, owner and target date, including the responsible state or local body where applicable. Confirm current requirements with the Malaysian authority, school, insurer, bank, property professional or qualified adviser before paying or filing. Review the plan after changes to status, programme, city, property, school, healthcare or family circumstances.
