Country overview

The UAE is one federation with emirate-specific daily systems.

Immigration and identity processes are connected nationally, but housing registration, school regulation, health insurance, utilities, transport and local services differ between Dubai, Abu Dhabi and the other emirates. The first relocation decision is therefore not simply “UAE”; it is the emirate and the real work, school and family geography within it.

Emirates ID is a central dependency. Many banks, telecom providers, landlords, utilities and government services need completed residence and identity records. Build a temporary solution for communication, payments, accommodation and medical protection while those records are progressing. Do not promise a move-in, school start or family arrival date that assumes every dependent service will activate immediately.

Extreme heat and car-oriented development shape daily life. A short map distance can involve congested roads, tolls, school traffic and limited walking. Test journeys at school and office peak times, and inspect the shaded or air-conditioned route from parking to home, school and work.

The first 30 days

Housing & tenancy

Read the community costs as carefully as the annual rent.

Apartments, villas and townhouses differ in cooling, maintenance, parking, outdoor space, commute and service charges. Some communities are convenient by car but isolated for a spouse, teenager or household employee without one. Test the whole household’s access before choosing.

Verify the landlord, title or authority to let, agent credentials, payment schedule, security deposit, maintenance, cooling, utilities, inventory, renewal and notice. Rent may be paid through one or several cheques or other approved methods, creating a cash-flow decision beyond the headline annual figure. Confirm the current emirate-specific rules and approved registration, such as Ejari in Dubai or the relevant Abu Dhabi process.

Inspect for heat and service continuity

Check air-conditioning performance and responsibility, district cooling, water pressure, leaks, mould, insulation, window seals, appliances, pest control, parking, access cards and building management. Ask about maintenance response and whether cooling or other service bills are included. Photograph the condition at handover.

The UAE has public and private schools, with a large international-school sector offering British, American, IB, Indian and other curricula. Private schools are regulated by the relevant emirate authority, such as KHDA in Dubai or ADEK in Abu Dhabi. Inspection information can help, but the child’s curriculum continuity, available place, learning support and daily route remain central.

Apply early and understand assessment, waitlist, offer, deposit and withdrawal terms. Include registration, tuition, transport, uniform, books, devices, meals, activities and capital charges. Check how the school calendar aligns with the move and what happens if residence documentation is delayed.

Healthcare & insurance

Make sure every dependant is insured under the correct emirate rules.

Health-insurance obligations and local regulatory arrangements differ by emirate and sponsor. Employer cover may focus on the employee, while the sponsor may need to arrange dependants. Confirm who is responsible, when coverage begins and whether the chosen policy satisfies both legal and family needs.

Compare network, geographic area, direct billing, outpatient and hospital care, maternity, chronic conditions, medicines, dental, mental health, exclusions, co-payment and annual limit. A low-cost plan may restrict hospitals or create substantial out-of-pocket costs. Verify each family member by name and keep the insurance card and emergency details accessible.

Identify nearby clinics, paediatric care and hospitals before choosing the community. Bring medical summaries and permitted medicines. In summer, plan heat exposure, hydration, indoor activity and medication storage.

Banking, utilities & connectivity

Use Emirates ID and tenancy evidence to complete onboarding.

Banks generally review passport, residence, Emirates ID, employment or business, salary, address, tax residence and source of funds. Requirements vary and approval is not guaranteed. Keep international accounts and cards active until payroll, transfers and local payment functions are working.

Utility activation depends on the emirate and property. Identify electricity and water provider, district cooling, gas, internet, municipality charges, deposits and account holder. Ejari, Tawtheeq or another tenancy record may be needed. Record meters and cooling details, and schedule internet early. Confirm mobile plans, roaming and the effect of ending a residence status on contracts.

Driving & transport

Decide whether the community requires one car or several.

Dubai has metro, tram, buses and taxis, while Abu Dhabi and other emirates have different networks. Many residential communities remain car-oriented. Test peak school traffic, office commute, toll roads, parking, airport routes and the ability of non-driving family members to move independently.

Licence exchange eligibility depends on nationality, issuing country, residence and current authority rules. Others may need training and tests. Before buying or leasing, confirm licence, registration, insurance, inspection, toll accounts, parking and finance. Insurance should name the actual drivers and use.

Family, domestic help & pets

Keep sponsorship and employment responsibilities visible.

Confirm the sponsor, relationship evidence, income or housing requirements and status of each dependant. Family members’ work rights are separate from residence sponsorship. Review any change in the sponsor’s employment or business before it affects family validity or insurance.

Domestic workers must be hired and sponsored through lawful channels with appropriate contract, insurance, accommodation, medical and employment arrangements. Families should understand the full employer responsibility and the worker’s rights. For pets, begin permits, identification, vaccinations, veterinary certification and approved transport early; also confirm community and landlord rules.

Does an employer insure the whole family?

Housing outside the employment emirate may offer value or space but create a demanding commute. Test peak routes, school pickup, tolls, parking, heat, Ramadan schedules and weekend traffic. If the household expects frequent regional travel, airport access and flight timing may be as important as office distance.

Compare community maturity, grocery and medical access, delivery coverage, building quality, district cooling, construction, noise, pedestrian access and indoor space. A development brochure may describe future facilities that are not yet operating. Inspect the completed surroundings and confirm handover and maintenance responsibility.

Sponsorship and records

Understand which relationship controls each family member’s status.

Residence is commonly linked to employment, family sponsorship, investment, business ownership or another qualifying basis. Record the sponsor, status, expiry, medical and identity steps, insurance, cancellation process and grace arrangements for every person. A job title, employer change or business closure may affect more than the employee, so family continuity should be discussed before a change is made.

Keep attested or otherwise accepted civil-status and education documents where the process requires them. Confirm current authentication, translation and naming requirements before travel. Preserve copies of entry, residence, Emirates ID, medical, insurance, employment, tenancy and vehicle records in a household file independent of the employer.

Build a renewal calendar with sufficient time for passport validity, residence, Emirates ID, insurance, tenancy registration, school, driving licence, vehicle registration and business or professional permissions. Assign responsibility and record submission evidence. Do not assume that a provider monitoring one document is monitoring the connected household dates.

Housing cost and quality

Price rent, cooling, deposits, transport and move-in as one commitment.

Headline annual rent is only part of the housing decision. Model deposits, agency costs, tenancy registration, utility and district-cooling deposits, internet, move-in permissions, parking, chiller charges, maintenance, furnishing and commuting. Understand the payment schedule and the consequences of early termination or an employment-related departure.

Verify the landlord, ownership or authority, property and payment instructions. Inspect cooling, water, windows, appliances, balcony, access control, lifts, parking, fire safety, noise and construction. Clarify who maintains air-conditioning and major appliances, how emergencies are handled and whether the unit is connected to district cooling. Record the handover condition and meter readings.

For purchases or off-plan property, obtain independent legal, technical, financial and tax review. Confirm developer and project status, escrow or payment protection, completion definitions, service charges, defects, financing, rental assumptions, resale and the relationship—if any—between ownership and residence eligibility. Marketing statements should not replace current official and contractual evidence.

Education and healthcare

Secure two capacity-dependent services before fixing the final home.

Private schools follow different curricula and calendars, and availability can vary by year group. Compare curriculum portability, inspection information, accreditation, assessment, support, fees, transport, uniforms, devices, activities and withdrawal terms. A school’s location at off-peak time does not show the real morning journey. Keep housing flexible until admissions and school transport are credible.

Health insurance requirements and provider networks vary by emirate, employer and policy. Confirm the effective date and every dependant. Read network, outpatient, inpatient, maternity, dental, optical, chronic conditions, pre-existing conditions, pharmacy, deductible, co-payment, annual limits and emergency treatment. A hospital brand may be in network while a specific clinic or doctor is not.

Identify a primary clinic, paediatrician, hospital, pharmacy and emergency route near the home. Transfer permitted medicine with prescriptions and medical summaries. In extreme heat, plan hydration, outdoor activity, vehicle safety and storage of medication, and understand school or employer guidance for weather and air quality.

Financial continuity

Keep salary, banking, tax residence and emergency funds connected.

Banks apply their own onboarding checks and may require identity, residence, employer, salary, address, tax residence and source-of-funds evidence. Salary accounts and non-salary products may have different criteria. Keep an overseas account and authentication active until rent, payroll, cards and utilities operate reliably.

A low or absent local personal income-tax headline does not settle the household’s international tax position. Residence, company ownership, foreign income, property, trusts, pensions and continued connections elsewhere can create reporting or tax obligations. Obtain advice for all relevant countries and maintain records of travel and transactions.

Build an emergency fund that is accessible if employment, sponsorship or banking changes. Understand final salary, gratuity where applicable, insurance end date, tenancy exposure, school withdrawal, vehicle finance and travel cost. A planned exit route is part of a responsible long-term UAE relocation.

Arrival dossier

Prepare one household file for linked but separate onboarding steps.

Carry and securely store passports, entry or residence evidence, employment and salary documents, sponsor information, attested civil-status and education records where required, medical and vaccination information, insurance, school reports, bank and address references, driving and claims history and pet documents. Confirm current attestation and translation requirements before departure rather than trying to correct a missing chain after arrival.

Use consistent names and dates across immigration, Emirates ID, employment, insurance, tenancy, banking, utilities and school records. Save application receipts and reference numbers. If an employer or service provider submits an application, ask for the relevant evidence and completion record for the household’s own file.

Keep overseas phone, banking, cards and insurance active during the transition. Local salary, residence documents, bank accounts, tenancy and utilities may activate in a dependency chain. Plan temporary payment, communication, transport and healthcare arrangements that can be updated without conflicting information.

Settlement review

Test the plan through the school week and the hottest season.

At 30 days, review status formalities, medical cover, school transport, temporary accommodation, banking and the permanent housing shortlist. At 60 days, measure actual office and school travel, cooling and utility costs, delivery access and weekend routines. At 90 days, close renewal, insurance, vehicle and emergency-planning gaps.

Heat changes the practical value of walkability, outdoor facilities, vehicle choice and school proximity. A route that feels comfortable in winter may be unsuitable in summer. Review shaded access, parking, air-conditioning reliability, hydration, outdoor timing and backup plans for vehicle or home cooling failures.

Plan community and family continuity deliberately. Identify school parent networks, professional groups, cultural or faith communities, sport and support for the accompanying partner. Review visiting relatives, childcare and emergency contacts. A successful UAE relocation should remain workable if the employer, sponsor, school or property changes.

Before commitment

Resolve sponsorship, school, insurance and housing dependencies first.

Before a long lease, confirm sponsor and residence timing, Emirates ID progress, school place, health-insurance effective date, transport and the authority required for tenancy registration and utilities. Before a property purchase, separate the investment, technical, financing and residence questions and obtain appropriate independent review.

Ask what happens if employment changes, a dependant arrives later, the school start is delayed or the permanent property is not ready. Keep temporary accommodation, communication, overseas banking, medical cover and emergency funds active until the connected UAE systems are operating.

After the first summer and school term, review location, commute, cooling cost, medical network, community and household wellbeing. Use actual experience before extending a major lease, purchasing a vehicle or committing to a longer education or property plan. The best arrangement is one that remains workable through both ordinary and changed circumstances.

Practical final check: keep sponsor, employer, immigration, insurance, school, property management, utilities, vehicle, medical and emergency contacts outside any one company account. Record who may collect children, authorise care or access the home, and update the file after every sponsor, address or employment change.
